Apparently catwoman is different from the other villians in the batman series. She is supposedly never completely caught or she escapes and she is not punished for her crimes. As a result, at one point, when the comic world adopted a moral code for things ok to portray and not, catwoman got herself banned from the comics for a number of years. The reason is that the new morality code for comics said that characters, if evil, bad or a villian, had to be caught or at least punished, and catwoman was violating the code and rules to heavily.
Rather than create strips with her being caught and punished, she was deleted for years, and then, she comes back . . . when the comic book morality code is not being enforced much!
