I guess you can use CGI while filming front of green screen, like Hollywood (Avid Media Composer software). Or film a location, edit backgrounds with Blender or Adobe Premier Pro, so nobody can accuse you of filming without a permit since the area looks slightly different, street signs changed, extra park bench, trees change, etc. Then use AI software to integrate the lighting and texture of added objects, so it doesn't look edited.
