Some dommes but not all list panty gagging as an interest. It is probably few and maybe 10% or a little less.

Does it always tend to mean wet or quite dirty? The dommes who list it seem to not obviously list FT and perhaps this is their partial substitute?

FWIW I've never known anyone using it as a low-key way to suggest FTT. I don't know every domme in the world, though.

When it's been requested they always wanted the panties worn, but not wet or dirty. That said, I am very explicit about not offering FTT so perhaps the clients after dirty panties are simply not contacting me under the (correct) assumption that I wouldn't offer gagging with dirty panties.

Some seem to use wet or dirty toilet paper as a prelude to FT or similar, but maybe I just misunderstood them and their advertising or clips!
