I'm a bottom who has been playing with pro dommes for around 20 years, but although I've certainly paid deposits, I've never had to pay an application fee to reach out to a domme I was interested in.

At first I was a little taken aback by the idea, but hearing the perspective of dommes, I can definitely see where you're coming from in terms of needing to filter out noise and abuse.

Personally, I read through a domme's entire website before I reach out to her (if at all) and I only make contact when I'm ready to nail down a date & time. Then again, I'm kind of a vanilla player; I really just need a few swats on the bare bottom to be sent home happy. I guess I can imagine that guys who are into darker or more hardcore BDSM might be more likely to be abusive.

All that being said, I think there's an opportunity here. I think one of the reasons that the scene is shrinking is that we're relying on the Old Web to protect our privacy. We certainly can't take advantage of the social media platforms, so maybe someone needs to build one for us. I would say joining would be free, but in order to be able to contact a domme, you would need to be a paid member. Furthermore, there would need to be strict moderation & consequences. For instance, if you get banned from the platform, you wouldn't be able to sign up for another paid account with the same credit card. I would actually take on creating this if I had help.
