putting a sub out, underwater

One thing I do not know the safety of is putting out by means of head-holding underwater.
There are dozens of clips of this at clips4sale, but the question is, Do you need to be a trained lifeguard or emt in order to bring a person back after he or she has taken a breath underwater and gone out?
I do not know! Some of these clips have a little warning or claim that you should be professionally trained, but some of them do not. Also, some of the clips have what seems to be a guy out and he might be out and might not be out!
So, if and when you drown a guy out, does he need cpr or the equivalent to come back and be alive? Things to know if you do some head-holding, underwater, that is!
