Nope. A PA piercing is the only 100% sure way. That being said, some guys just fit better in certain devices and if the fit is really good, it does become very difficult to escape - but still not 100%. Yes, that is kind of what I thought. What about a spiked cock ring like a Kali's Teeth bracelet? I've seen them both with the dull prongs and with shorter, almost pin like sharp spikes. I would think one of the latter would be virtually impossible to slide off if it was locked on quite snugly?
