Some mistresses use a phrase total power exchange and others maybe say full control or full consent. When a mistress says total power exchange, is that meaning a consensual nonconsent with no limits or cnc with limits or cnc with guidance?

TPE is one of those terms that can mean different things to different people. The important thing to be absolutely sure of is that both parties agree on the definition.
When I was in a longterm relationship that involved a form of CNC/TPE play (in session only....not 24/7) there were always agreed safety guidelines and areas of play and activities that were off limits. However, within those guardrails she was 100% in charge and I was literally under her control.
As with a lot of things in BDSM absolutely clear communication is paramount. If I was going to scene with a Domme who advertised this type of thing I would be absolutely sure that we were on the same page before hand.
