I'll jump in with just U.S. cities. I'm judging it based on the quality of Mistresses; the number based there; travelers; and (based on my experience and what I like) dominant female bodybuilders.
In no particular order I still think NYC is a top spot, especially Brooklyn; L.A.; San Francisco Bay Area; Washington D.C.; South Florida (East to West Coast); and Philadelphia.
