The Laws in the UK are different to the Laws in the US. Here's a relevant quote from the UK Mistresses Forums:

Thus Dommes in the UK are free to draw the line wherever they like. Those who choose to allow certain activities can command a higher tribute for the privilege.

However it should be noted the in the UK legally speaking, a Domme is often considered a prostitute (even if she doesn't engage in any sexual activity with her clients), but prostitution isn't a crime. So "hand to genital contact, mouth to genital, or intercourse in the context of paid sessions" is all perfectly legal, in the UK.
