A reporter for WAMU Radio's program Metro Connection thinks so. Well, being in DC is better than being out in the midwest somewhere where the closest dominatrix is a plane ride away.
There are 2-3 lovely prodommes in the area and a luke warm lifestyle scene.
DC is certainly not a New York, or even a Philadelphia as far as BDSM options go.

And in addition to the top notch resident Dommes in DC, you have a bevy of pros that visit regularly. (Including Myself) I will also add that DC has some of the best subs I have ever encountered. I credit the great resident Mistresses that trained them. ;-)
